On July 1, NATO Secretary General Jens Stoltenberg stated in an interview ahead of the Ankara summit (scheduled for July 7-8) that NATO member countries are nearing the upper limit of their capacity to rapidly increase defense spending. He pointed out that the goal of raising defense spending to 5% of GDP faces real bottlenecks in funding allocation, personnel recruitment, and military procurement. Stoltenberg revealed that the additional $250 billion allocated by member countries for defense over the past two years is close to the feasible limit for rapid expansion at this stage. Regarding the situation in the Strait of Hormuz, Stoltenberg made it clear that NATO currently has no plans to establish a dedicated task force in the region.

On July 1, NATO Secretary General Mark Rutte stated in an interview ahead of the NATO summit in Ankara on July 7-8 that NATO European countries and Canada have placed orders totaling approximately $300 billion with U.S. defense contractors. He noted, 'Currently, the total order amount from Europe and Canada to the U.S. has reached $300 billion, and it is expected to be completed in the coming years. Additionally, investments from Europe and Canada in the U.S. defense industry have supported 195,000 jobs in the United States.'

On April 9, the White House stated on Wednesday that Trump has considered withdrawing the United States from NATO and plans to discuss this issue during a meeting with NATO Secretary General Mark Rutte later that afternoon. White House Press Secretary Levitt said, "Perhaps after the meeting later this afternoon, you will hear directly from the President." According to The Wall Street Journal, Trump is frustrated by allies' refusal to assist in securing the Strait of Hormuz, which has led to his proposal of a potential withdrawal. Under a U.S. law from 2023, the President cannot unilaterally withdraw the United States from NATO; it requires a two-thirds majority approval from the Senate or joint legislation from both houses of Congress.
