On August 23, according to News.bitcoin, the Bank Policy Institute (BPI), representing major banks such as JPMorgan Chase, Bank of America, Wells Fargo, and Citigroup, submitted a letter to FinCEN (Financial Crimes Enforcement Network) requesting that customer identification program (CIP) requirements be expanded from stablecoin issuers to the secondary market. BPI emphasized that the secondary market, including centralized and decentralized exchanges, plays a crucial role in the trading of stablecoins, and most illegal activities involving stablecoins occur there. They suggested that exchanges and platforms facilitating stablecoin transactions and establishing account relationships with retail customers should be included under the CIP requirements of the Bank Secrecy Act (BSA), mandating the collection of user identity information. FinCEN has noted in its proposed rules that extending identity collection to the secondary market is 'operationally challenging.' Blockchain transactions are often anonymous or pseudonymous, lacking centralized points for information collection, making it difficult for issuers to obtain customer information from the secondary market.

According to monitoring by Dongcha Beating, when Shopify CEO Tobi Lütke used Grok 4.6 for maintenance tasks, the model became suddenly excited upon seeing his GitHub user ID. The reason was that this account's user ID is only 347. Grok initially even doubted if the number was written incorrectly and called the GitHub API to verify, confirming that id: 347 indeed corresponds to 'tobi'. After confirmation, Grok began to exclaim wildly about how old this account is, calling it a 'museum-level account', and jokingly suggested that when Tobi registered for GitHub, 'the furniture in the hall might not have been set up yet.' Tobi was also surprised and did not understand why Grok was so excited upon seeing this low ID. Elon Musk later retweeted, commenting that Grok 4.6 has 'a great sense of humor.' Tobi is the co-founder and CEO of Shopify and one of the early core contributors to Ruby on Rails. This three-digit GitHub ID signifies that he is one of the earliest users of GitHub.

On July 7, the Ministry of Communication, Technology and Innovation of Sierra Leone (MoCTI), Bhutan National Digital Identity Limited (Bhutan NDI), and SIGN Foundation signed a memorandum of understanding to collaborate on the design, development, and implementation of Sierra Leone's national digital identity platform. This platform utilizes open-source technology and W3C-compliant verifiable credentials, enabling citizens to securely prove and manage their identities while adhering to strict standards of privacy, security, and data sovereignty. In this collaboration, Sierra Leone's MoCTI will be responsible for strategic leadership, policy formulation, and coordination with government agencies; Bhutan NDI will provide expertise in established national digital identity frameworks and open-source identity frameworks; and SIGN Foundation will handle system design, solution architecture, and technical implementation.
