On October 9, StarkWare CEO Eli Ben-Sasson published an article discussing the necessity for Starknet to upgrade to an L1 network in response to threats from the post-quantum era. He pointed out that quantum computing threats may be closer than expected, and the rapid development of AI could undermine existing security assumptions, necessitating that blockchain enters a 'shelter mode' to quickly achieve future-proofing. Key elements include adopting appropriate cryptographic technologies, ensuring cryptographic flexibility, and becoming an independent L1. As an L2, Starknet relies on Ethereum's security. Ethereum aims to achieve full quantum resistance by the end of 2029, while Bitcoin has yet to make any commitments. If Starknet upgrades to L1, it could be the first to achieve this by 2027. This move would allow it to independently control security migration, becoming a quantum-resistant network for both public and private transactions and asset holdings.

The Securities and Exchange Commission (SEC) of Thailand has completed the relevant rule-making to allow cryptocurrency exchange-traded funds (ETFs) to be listed and traded on the Stock Exchange of Thailand, initially limited to Bitcoin and Ethereum. The rules will take effect on October 16, 2026. Initially, products such as depositary receipts linked to overseas cryptocurrency ETFs will not be permitted, and Thai brokers are still prohibited from assisting retail investors in investing in overseas cryptocurrency ETFs. However, institutional investors and ultra-high-net-worth individuals are not subject to this restriction. Mutual funds and private funds may invest in cryptocurrency ETFs established in Thailand. The relevant ETFs must adopt a passive investment approach, tracking the prices of the invested crypto assets, and maintain an average net exposure of at least 80% of net asset value in a single cryptocurrency within each accounting year. Brokers are not allowed to provide margin financing, and fund assets must be custodied by a digital asset custodian regulated by the SEC.
