August 11, according to official sources, ENS token holders have approved the "ENS DAO New Era" proposal, and the associated execution plan has been completed on-chain. The ENS Foundation has officially become an independently operated entity. The Foundation will establish a full-time Executive Director, dedicated staff, and a 5-member board of directors to represent ENS in engaging with institutions and standards organizations such as ICANN, IETF, and W3C, to advance matters related to the ".ens" top-level domain, and to carry out policy communications, intellectual property protection, personnel recruitment, ecosystem grants, and other offline operations. ENS stated that with the Foundation officially operational, ENS Labs will be able to focus more on protocol and product development, including core infrastructure construction such as ENSv2. Under the new governance structure, ENS DAO, the ENS Foundation, and ENS Labs will form a three-party system with clear division of responsibilities. The Endowment fund assets, supported by revenue from .eth domain registration fees, remain unchanged. Its transactions will be subject to a 9-day time lock, and the ENS Security Council can cancel operations beyond the Foundation's authorized scope. The tokens held by the ENS DAO account for 54.6% of the total ENS supply and remain under the control of the DAO and token holders, with one exception: a one-time transfer of 1 million ENS to the Foundation to pay staff salaries under a public compensation framework. The ENS Foundation and ENS Labs are mutually independent legal and operational entities. The Foundation does not own ENS Labs, and ENS Labs does not have governance rights over the Foundation. Token holders can appoint or remove Foundation directors. The inaugural 5-member board of the ENS Foundation includes Executive Director Alexander Urbelis, ENS founder and ENS Labs CEO Nick Johnson, and three independent directors: Kartik Talwar, General Partner at A.Capital Ventures and co-founder of ETHGlobal; Brett Sun, co-founder of Prelude; and Anthony Leutenegger, CEO of Aragon. ENS stated that existing stewards, grant programs, and other commitments will continue to be fulfilled, and the Foundation will gradually take over grant programs, working groups, and related matters. Going forward, ENS Labs will continue to lead core ENS protocol development, the DAO will handle protocol governance and Foundation oversight, and the Foundation will undertake the offline institutional functions needed to support protocol operations – the three parties working together to promote the long-term development of ENS.

On July 17, the meme token launch platform NOXA tweeted that it no longer controls the source domain, and the only interface is currently hosted on ENS. After our domain was delisted, it appears that the domain registrar has either resold or taken over them, but the specifics remain unclear. Previously, NOXA experienced a brief outage due to issues with Cloudflare, and the team is developing related decentralized solutions.

On July 14, NOXA, a Launchpad platform on Robinhood Chain, announced that its web domain is currently down. The team is testing a new ENS-based frontend interface, which is nearly complete. Once the new interface goes live, creators will again be able to claim creator fees through the frontend. NOXA is the launch platform for CASHCAT, with cumulative protocol fees exceeding $14.5 million.
