On October 8, the Finance Committee of the French National Assembly reviewed ten budget amendments related to cryptocurrencies. Among these, measures such as taxing stablecoin exchange transactions, implementing an exit tax on crypto assets, and allowing a ten-year carryforward for crypto asset losses have been approved by the committee. However, a proposal to extend the personal wealth tax to crypto assets was rejected, and some measures regarding self-custody wallet reporting and platform penalties are still under review. According to the proposed regulations, French residents may be subject to taxes on stablecoin exchanges starting in 2027. Those holding over 800,000 euros in crypto assets and departing the country would be subject to the exit tax, and self-custody wallets valued at least 100,000 euros may need to be reported. The EU DAC8 directive requires platforms to collect customer identity and transaction information starting in 2026, with reporting to tax authorities set for 2027. These measures have not yet officially become law, and the capital gains tax rate on crypto assets in France remains at 31.4%.

On October 9, according to statistics from crypto KOL Bando, the top 25 token deployers on the Pump.fun platform have collectively issued approximately 770,000 tokens, generating around $128 million in revenue from the market. However, only 6 of these tokens have ever surpassed a market capitalization of $20 million. This indicates that a small number of issuers have gained substantial profits through large-scale token issuance, while the number of projects achieving higher market valuations remains limited.
