He believes that such 'half-hearted concessions on key provisions' are unlikely to truly satisfy the core demands of the Democrats. Jiang assesses that the Democrats have no reason to offer this 'gift' to the Trump administration before the midterm elections, making it unlikely they will accept the current version. He predicts that the procedural vote scheduled for September 16 at 2:15 AM Beijing time is unlikely to pass and warns that if the CLARITY Act fails to pass, it could trigger a correction in the current BTC rally.
