KRX to Launch New Securities Market on November 16 with Rights Securities Products
On August 22, the Korea Exchange (KRX) announced that a new market for fragmented investment products based on various assets and rights, such as artworks, real estate, and music copyrights, is expected to officially open in November this year, allowing trading similar to stocks. KRX plans to establish this new securities market on November 16, with system development and preparations for market participants currently underway. Prior to this, KRX will conduct a six-week simulation trading period from October 6 to November 13. However, the actual opening date may be adjusted based on the approval progress of listed products by financial regulatory authorities. The term 'new securities' refers to financial products that are different from traditional securities with standardized rights structures like stocks and bonds, which are created by securitizing rights generated from various assets or businesses. Representative products include investment contract securities and non-monetary trust beneficiary securities, with different underlying assets such as artworks, real estate, music copyrights, film production, and livestock farming being utilized to develop fragmented investment products. After the market opens, investors will be able to buy and sell new securities through brokerage accounts. Trading hours will align with the stock spot market, from 9 AM to 3:30 PM, and it is initially expected to use limit order trading. Products that were previously traded in a limited manner through various fragmented investment platforms will officially enter the KRX's on-site market, which is considered significant. Meanwhile, new securities will also have listing thresholds. However, it is important to note that the new securities market established by KRX should not be simply viewed as a securities token trading market. The new securities traded in the on-site market in November will initially still be issued and registered under the existing electronic securities system. Securities tokens refer to securities that are issued and managed using a blockchain-based distributed ledger as a securities account book. The Financial Services Commission of South Korea has established a legal basis for issuing securities tokens and circulating investment contract securities through amendments to the Electronic Securities Act and the Capital Markets Act passed by the National Assembly in January this year.
